Fuel price indexation in transport: a mechanism for transparency and sustainability

What is indexation and why is it compulsory?
Indexation is not an arbitrary decision taken by transport companies, but a measure regulated by law. Under Royal Decree 9/2026 of 14 April, the adjustment of transport prices in line with fuel price fluctuations is now unavoidable.
Article 38 of those regulations states that:
- It is a legal obligation: both the carrier and the customer must adjust the price in line with changes in costs.
- Transparency on the invoice: This variation must be itemised and is mandatory on the invoice.
- Automatic adjustment: In contracts for ongoing transport services, the adjustment is applied automatically in each billing period, regardless of the percentage change.
How does the diesel price adjustment formula work?
To ensure that the adjustment is fair, the administration sets out a precise methodology. It is vital that both shippers and hauliers are aware of the formula used to review diesel prices, which is based on the actual impact that fuel has on the cost structure of vehicles.
To ensure the utmost transparency, we are making the simulation tool developed by CETM available to our partners. This calculator enables users to assess the impact of price fluctuations in accordance with official criteria.
MITMA update on the price of diesel
It is important to note that the Ministry of Transport, Mobility and Urban Agenda has recently updated its methodological note. To ensure the accuracy of the calculation, at Logartour we constantly monitor the MITMA diesel price and the official data published.
From 16 April 2026, the calculation will be carried out in accordance with stricter criteria:
- The price is based on the Maximum Authorised Mass (MAM).
- This includes concepts such as PAI (Price Before Tax), IE and IVMDH.
- The Ministry’s fuel prices are consulted in order to apply variable coefficients based on the PAI.
